Reviewing institute

1. Organization of reviewing.

1.1. All scientific articles which were sent to the editorial board of the scientific journal " Mari Law Vestnik" (further – the "Vestnik"), come under the obligatory reviewing.

1.2. The Chief Editor and the Executive Editor determine the correspondence of article to a profile of the journal, to the requirements of registration and then send it for reviewing.

1.3. Members of the editorial board, editorial council, highly qualified scientists and specialists of Mari State University and of other scientific and educational institutions of higher education (Doctors of science, Professors or Candidates of science, Associate Professors), who has the closest scientific specialization to the subject of the article, can be the reviewers of manuscripts of articles. The author or the coauthor of the reviewed article can't be the reviewer.

1.4. Reviewing deadline in each case is defined by the Executive Editor of journal edition, with due regard for the creation of conditions for the most effective publication of article.

1.5. The reviewing is realized confidentially. The opportunity to learn the text of the review is given to the author of article. Violation of confidentiality is possible only in case of the reviewer's application for plagiarism, in authenticity or falsification of the materials stated in the article.

1.6. The article, which isn't recommended by the reviewer for the publication, isn't accepted to reconsideration. The text of the negative review goes to the author by e-mail, by fax or by surface mail on behalf of the editorial board of the "Vestnik".

1.7. Availability of the positive review isn't the sufficient reason for the publication of article. The final decision on advisability of the publication is made by the Chief Editor and fixed in the editorial board minutes.

1.8. After decision by the editorial board of the journal about the admission of article to the publication is made, the Executive Editor or the responsible secretary informs the author and declares publication period. The text of the review is sent to the author by e-mail, by fax or by surface mail.

1.9. The originals of the reviews are kept at the editorial office of the “Vestnik” for three years from the date of publication and they are provided on request of Russian Higher Attestation Commission’s council of experts.

2. Requirements for content of review.

2.1. Review should include a qualified analysis of the material of article, an objective and well-reasoned assessment and some reasonable recommendations.

2.2. Review should include full name of the author(s), name of the article under review, the review drawing up date, the signature of the reviewer, information about the reviewer (full name, academic rank and degree, place of work, position).

2.3. The following questions are reported at the review:

- Whether the content of article corresponds to the theme of the topic, how the article corresponds to modern achievements of scientific and theoretical thought;

-Whether the article is available to readers on which it is meant from the point of view of language, style, arrangement of the material, visualization of tables, diagrams, figures and formulas;

- Whether publication of the article is appropriate to previously issued literature on this subject;

- What positive aspects, as well as shortcomings of article are, what corrections and additions author should make.

2.4. The final part of the review should contain the conclusions about the article in whole and a clear recommendation on the appropriateness of its publication in “Vestnik” (recommended, recommended with regard for the corrections mentioned by reviewer or the article is not recommended for publication in the journal) for a specific scientific field, that corresponds to nomenclature of scientific specialties approved by Russian Higher Attestation Commission.
